First elected to the Kansas House in 1986, Gov. Sebelius left in 1994 to run for state insurance commissioner and shocked the state by winning — the first time for a Democrat in over 100 years. While there, she was credited for bringing major change to the health insurance agency and in 2002, used the strength of her reputation as a reformer to win the Governorship.
